There is no way that all the sets were sealed by the mint as a unit. Each set was made in a different year and the mint has to by law sell them in the year made. On proof sets the coins have an S mint mark. Each set has it's own box. The 2009 have just come out and I am surprised you have a set. The proof state quarters 1999-2008 sell for $189.00 as for the 2009 set of just the quarters dealers do not have them yet but will only add $10-$15 for now and if they make a lot then less by the end of the year.
